Neg Subordinate Funding Agmt A189347 with Metropolitan Council for local improvements for the Southwest LRT project, 12/11/18–12/31/20, NTE $484,000
Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate Subordinate Funding Agreement A189347, and such additional agreements as may be necessary, with the Metropolitan Council for construction costs to relocate 31st Street West in the City of Minneapolis, during the period December 11, 2018 through December 31, 2020, with a not to exceed amount of $484,000 to be funded through the Southwest Light Rail Transit Community Works project (CP 0031805); that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

History: The Hennepin County Board of Commissioners authorized negotiation and execution of a Master Funding Agreement A142418 with the Metropolitan Council as an umbrella agreement to provide for any local projects that Hennepin County desires to have designed and/or constructed by the Metropolitan Council in addition to the base METRO Green Line Extension (Southwest LRT) project (Resolution 14-0515). The Master Funding Agreement requires negotiation and execution of subordinate funding agreements for any local projects, once identified.

 

Realignment of 31st Street West, Minneapolis, facilitates the construction of a new city street bisecting property conveyed by the Hennepin County Regional Railroad Authority (HCRRA) to the Hennepin County Housing and Redevelopment Authority (HCHRA). The new 31st Street West will provide public access to the station, enable the relocation of public utilities, and facilitate redevelopment of the HCHRA property and adjacent sites. All costs associated with this agreement will be reimbursed by private developer(s) according to negotiated terms of the HCHRA’s property conveyance.  Costs associated with the design and engineering of the street realignment were paid for under Subordinate Funding Agreement A177958 and are also being reimbursed by private developer(s) as part of property conveyance (Resolution 17-0514).  

 

Current Request: This request is to authorize negotiation and execution of Subordinate Funding Agreement A189347 with the Metropolitan Council for construction costs associated with the realignment of 31st Street West. Construction costs will be reimbursed through a land sale.

 

Impact/Outcomes: The authorization will facilitate the construction of the 31st Street West realignment.
