Resolution:

BE IT RESOLVED, that the following actions be approved for the Public Works Medina Communications Consolidation Project (CP 1005639) and the Public Works Medina Office Remodeling Project (CP 1005640):

 

• Approval of the schematic design;
• Authorization to proceed with project design development and construction documents;
• Authorization to advertise and receive proposals;
• Authorization to proceed with contract(s) to included general, mechanical and electrical construction;
• Authorization to use contracted service vendors and commodity contracts as necessary for portions of the work, furnishings and equipment; and

 

BE IT FURTHER RESOLVED, that the County Administrator be authorized to award contracts to the contractors offering the best value if the proposals are within the approved project budget; that the Chair of the Board be authorized to sign the contacts on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that Contract PR00001150 with The Alliiance for architectural and engineering services for the design development through construction administration phases of the Public Works Medina Communications Consolidation Project (CP 1005639) and Public Works Medina Office Remodel Project (CP 1005649) for the period May 23, 2019 through January 31 ,2021, in an amount not to exceed $814,824, be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

History: 
Built in 1998, the Medina Public Works Facility is a 218,000 gross square foot building located at 1600 Prairie Drive in Medina. The building houses many Public Works departments including Transportation Operations, Public Works Administration, the Land Acquisition Group, Environment and Energy, and Emergency Management. The building has a warehouse, sign and signal shops, vehicle maintenance and storage areas, a testing lab, permits office and office space. 

Schematic Design approval is requested for two capital projects at the Medina Public Works (PW) Facility, the PW Communications Consolidation projects and the PW Medina Office Remodeling project. The facility has had no major updates or remodeling since its construction in 1998. 

The PW Communications Consolidation Project (CP 1005639) will remodel approximately 19,430 usable square feet of the garage level. The primary goal of this project is to accommodate a new Advanced Transportation Management System (ATMS) in a consolidated Traffic Management Center to be used by the Dispatch and Traffic Management divisions. The ATMS is a 2018-2022 Capital improvement Program project with $23,250,000 in total funding which includes federal grants in 2017 and 2020. 

Additionally, consolidating Transportation Operations and Safety division spaces will provide needed adjacencies to the field crew, create additional workstations, consolidate offices to the garage level, provide conference spaces, right-size the Signal and Sign Shops, share Warehouse space for daily staging activities and combine the Traffic Dispatch and Traffic Management functions into a consolidated Traffic Management Center to allow sharing of equipment and technology systems common to each group. 

The Public Works Medina Office Remodeling Project (CP 1005640) will remodel approximately 34,730 usable square feet of the first floor of the building. Transportation Project Delivery and other Public Works departments will be combined in new enclosed office and new workstations.

The project will replace old furniture and demountable wall panels no longer manufactured for repair or replacement, and by reducing workstation sizes, and creating flexible and collaborative workspaces, accommodate necessary improvements and upgrades addressing building system deficiencies and requirements including selective HVAC and electrical power and lighting upgrades with LED fixtures and provide a new secure front entry. 

The 2018-2022 Capital Improvement Program (CIP), includes $5,000,000 for the PW Medina Communications Consolidation project and $6,074,000 for the PW Medina Office Remodeling project. The PW Medina Communications Consolidation estimated construction cost averages $140/SF with a total estimated project cost averaging $257/SF. The PW Medina Office Remodeling estimated construction costs averages $91/SF with a total estimated project cost averaging $175/SF. The recommended options have a combined total project budget of $11,074,000.

 

Current Request: 
Approval of the Schematic Design is requested for both projects. The Schematic Design Executive Summary was distributed to the County Board, and a copy is on file with the Clerk to the County Board. Approval is requested to authorize the County Administrator to award a contract to the contractor offering the best value if the proposals are within the proposed budgets. In addition, approval is requested for Contract PR00001150 with The Alliiance for continuation of architectural and engineering services for the design development through construction administration phases, for the period May 23, 2019 through January 31, 2021, in an amount not to exceed $814,824. The Alliiance was selected by the County’s Designer Selection Committee in the Fall of 2017. 

Impact/Outcomes:  
The Schematic Design responds to the following main objectives: Remodel for a new Advanced Transportation Management System (ATMS), consolidate workspaces, increase workspace densities, create flexible and collaborative work space, enhance building security at the main entrance, address building system deficiencies and requirements and extend sustainable design objectives initiated in the original benchmark-setting building.
