| | | | | | | | Resolution:
BE IT RESOLVED, after consideration of recommendations made by the Minnesota Amateur Sports Commission, the Hennepin County Board of Commissioners selects 6 playground projects to equal $107,100; and 17 small equipment and/or other small capital assets to equal $104,999 to receive 2019 grant funding for the Hennepin Youth Sports Program; and
BE IT FURTHER RESOLVED, that $37,901 be reallocated for the 2019 FALL round of facility awards; and
BE IT FURTHER RESOLVED, that the following agreements be approved to provide funding for the selected organizations/projects in the 2019 grant cycle for the period of May 1, 2019 through April 30, 2020 for the small equipment/other small capital assets grants and playground projects as follows:
Small Equipment/Other Small Assets:
- PR00001019 with the City of Robbinsdale for $2,000 for football chain sets, endzone pylons, sideline markers, down box at Plymouth Middle School and Robbinsdale Middle School.
- PR00001020 with the Brooklyn Bridge Alliance for Youth for $8,818 for basketballs, hoops, soccer balls, nets, cones, relay games, first aid kits, portable scoreboards at Earle Brown Elementary and Garden City Elementary.
- PR00001022 with the Three Rivers Park District for $9,417 for 150 sets of cross country skis, boots, and poles at 10 Parks, Edina High School, and Hiawatha Golf Course.
- PR00001026 with Minneapolis Public Schools for $1,730 for Jugs #1 Batting cage nets for baseball and softball at Patrick Henry High School.
- PR00001031 with the Minneapolis Park & Recreation Board for $4,277 for Wall pads, Tumble Bear Square, pre-school training bar, 8" Skill Cushion at Folwell Recreation Center.
- PR00001033 with St. Louis Park High School for $9,274 for two man football blocking sled, Aquagrip pool timing touchpads, gymnastics safety practice mats at St. Louis Park High School and Central Community Center.

- PR00001030 with Minneapolis Park & Recreation Board for $2,100 for Bounce House inflatable waterslide, inflatable Bounce House wet/dry slide at Multiple Minneapolis Park Board parks without buildings.
- PR00001052 with the City of Robbinsdale for $25,000 for Playground at Norma Kelly Park.
- PR00001053 with the City of Eden Prairie for $25,000 for Removal/installation of 3 playgrounds at Nesbitt Preserve Park, Bluffs West 1 & Bluffs West 2.
- PR00001054 with the City of Tonka Bay for $20,000 for removal of existing playground and replacing with new equipment, regrading of site at Wekota Park & Beach.
- PR00001056 with the City of Dayton for $25,000 for playground equipment for new park; swings, accessories, sitework at River Hills Park.
BE IT FURTHER RESOLVED, that the County Administrator be authorized to approve ministerial amendments, including extension of the grant period, and administrative actions during the contract period; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the Facility Agreements and the County Administrator be authorized to sign the Small Equipment/Small Asset Agreements; and that the Controller be authorized to disburse funds as directed. |

| | | | | | | | Background:
The Hennepin County Ballpark Initiative provided equal amounts of excess sales tax proceeds to expand library hours and youth sports activities. Resolution 09-0320R3 established the Hennepin Youth Sports Program (HYSP) and contracted with the Minnesota Amateur Sports Commission (MASC) to further develop and administer a process for capital grants to be made by the county board using these sales tax proceeds.
The MASC administers the Hennepin Youth Sports Program grant process for the county by distributing information and applications, providing technical assistance, collecting and evaluating all proposals and making funding recommendations to the Hennepin County Board.
Since the program began in 2009, several cycles of grant awards have awarded $23.8 million to one hundred and forty-eight (148) facility projects, three-hundred and twenty (320) small equipment projects and thirteen (13) playground projects.
Current Request:
Applications for the 2019 Spring Hennepin Youth Sports grant cycle were accepted through March 18, 2019 and returned thirty-three (33) applications for the small equipment grants and six (6) applications for playground projects. Following review of MASC's recommendations, the board is awarding funding to (17) small equipment projects in the amount of $104,999; and (6) playground projects in the amount of $107,100 as outlined in this resolution. This BAR requests that the County Administrator be authorized to approve and complete the facilities and small equipment grants. | |
