Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate public space recycling grant agreements during the period May 21, 2019 through December 31, 2020 for a combined total amount not to exceed $84,430, with the following cities

 

Agreement PR00001127 with the City of Brooklyn Park $10,000; and

Agreement PR00001128 with the City of St. Louis Park $13,700; and

Agreement PR00001129 with the City of Edina ­$60,730; and

 

BE IT FURTHER RESOLVED, that following review and approval by the County Attorney’s Office, the County Administrator be authorized to sign the agreements on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

History: To help make recycling more widely available, the county began offering grants to public entities in 2014 to increase waste reduction, reuse, and recycling in public spaces. Since 2014, the county has provided 21 grants totaling $285,560 to improve recycling in public spaces. Funding for these grants comes from the Solid Waste Enterprise Fund. 

 

In the spring of 2019, county staff notified city recycling coordinators of available funds to purchase recycling and organics containers for parks, businesses districts, zero waste events, and event venues. Grant guidelines stipulate that the county would fund up to $700 per container. Staff received the following three requests and recommend all for funding, totaling $84,430:

 

  • City of Brooklyn Park $10,000

Funds will be used to purchase 25 recycling containers to expand recycling collection at five city parks.

 

  • City of St. Louis Park ­$13,700

Funds will be used to purchase 48 containers to expand recycling and organics collection at the Westwood Hills Nature Center, Municipal Service Center, and the Rec Center.

 

  • City of Edina ­$60,730

Funds will used to purchase 206 containers to expand recycling collection at 13 city parks and Edinborough Indoor Park, Braemar Ice Arena, Braemar Golf Course, Edina Art Center, and the Edina Senior Center.

 

Current Request: The current request seeks authorization for the County Administrator to negotiate three public space recycling grant agreements during the period May 21, 2019 through December 31, 2020, with the total combined amount not to exceed $84,430.

 

Impact/outcomes: Funding these projects will add 279 recycling containers to parks and other public spaces. Three of sites receiving funding are located in areas of concern for environmental justice and all of the grant funding is being used to expand recycling opportunities in public parks and facilities that are accessible to all community members. Providing grants to expand recycling in public spaces helps ensure all residents have equitable access to recycling programs and helps the county reach its goal of 75 percent recycling by 2030.
