Background:
History: The Hennepin County Board authorized Agreement A177668 with HUD accepting Lead Hazard Reduction Demonstration Grant Funds (CFDA 14.905) in the receivable amount of $3,400,000 during the period September 1, 2017 through August 31, 2020 (Resolution 17-0310). In 2018 the board authorized a correction to the term of the agreement to account for delays in federal processing; the current term of the agreement is September 4, 2018 through September 3, 2021, with no change in the receivable amount of $3,400,000 (Resolution 18-0509). The grant will facilitate the testing of at least 350 housing units and create at least 300 lead-safe housing units.
In January 2019, the county issued a Request for Qualifications (RFQ) seeking licensed lead abatement contractors meeting established minimum qualifications. Selected firms will form a pool of eligible lead hazard remediation contractors to bid on individual lead reduction projects through a rotation process as the projects are identified.
The RFQ will be reissued annually to allow new contractors into the program, enhancing competition and building a broader base of lead hazard remediation service providers. The number of vendors participating in the lead hazard reduction program may change as new vendors are added or removed; however, the total combined not to exceed amount for the program does not change and is established for the grant period.
Current Request: This request seeks approval of the following Agreements with licensed lead abatement contractors to provide lead testing and create lead-safe housing units to eligible clients during the period June 1, 2019 through December 4, 2021, with the total combined not to exceed amount of $1,000,000:

- PR000001007 with Lead Investigative Services, Inc.
- PR000001008 with This N That Remodeling Inc.
- PR000001009 with Trott-Binns Construction, LLC
- PR000001010 with Wood Crest Building & Remodeling Inc.
Impacts/Outcomes: Approval of this request will create at least 300 lead-safe housing units in Hennepin County over the next two years.
