Resolution:

BE IT RESOLVED, that Agreement A199683 with the State of Minnesota accepting reimbursement grant funds related to the development and deployment of the Minnesota License and Registration System (MNLARS) on behalf of Deputy Registrar Nos. 170, 151, 113, 124, 153 and 152, be approved; and that the Chair of the Board be authorized to sign all related grant agreements and liability waivers on behalf of Hennepin County’s Deputy Registrars; and that the Controller be authorized to accept and disburse funds as directed.

Background:

The Minnesota Legislature during the 2019 session approved a bill signed by the governor on May 30, 2019 to appropriate $13 million for deputy registrar reimbursement grants related to the development and deployment of the Minnesota License and Registration system known as MNLARS. Hennepin County’s six service centers are estimated to receive $667,230.27 according to a statutory formula specified in the legislation. The formula is as follows:

  1. 10% of available funds allocated equally among all deputy registrars;
  2. 45% of the available funds allocated proportionally based on the number of transactions where a filing fee was retained by the deputy registrar from August 1, 2017 through December 31, 2018 compared to the total number of transactions where a filing fee is retained by all deputy registrars; and
  3. 45% of available funds allocated proportionally based on the number of transactions where a filing fee is retained by each deputy registrar from July 1, 2014 through June 30, 2017 compared to the total number of transactions where a filing fee is retained by all deputy registrars.

Each deputy registrar received a grant agreement (Hennepin County received one for each center and they are combined under contract number A199683), release form and a return certified envelope. In order to receive the reimbursement grant, the approval, signing and submission of the application forms must occur on or before June 30, 2019.
