Agmt A199551 with Washburn Center for Children to provide mental health services at school based locations, 10/01/19-­06/30/21, NTE $180,390.18
Resolution:

BE IT RESOLVED, that Agreement A199551 with Washburn Center for Children to collaborate with NorthPoint Health and Wellness for a school based Mental Health Project during the period October 01, 2019 through June 30, 2021, in the not to exceed amount of $180,390.18 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

The Minnesota Department of Human Services (DHS) identified a need to coordinate and deliver culturally and developmentally appropriate school based mental health services to children and families, particularly children who are uninsured or underinsured. Washburn Center for Children (WCC) and NorthPoint Health and Wellness have come together to collaborate on the School­ Based Mental Health Project, partially funded through DHS.

 

Key strategies include:

  • infrastructure development to integrate mental health care within publicly funded educational settings
  • support the expansion and sustainability of school based mental health services long ­term throughout the state of Minnesota
  • expand the clinical capacity to provide services that effectively utilize existing and emerging research to inform all treatment, and
  • improve clinical and functional outcomes for children and their families.


Key responsibilities include:

  • Compliance with DHS contract as well as State and Federal laws
  • Submission of data and other reporting requirements to DHS and/or WCC as required and on time
  • Provide mental health services at locations and with FTE consistent with the School Staffing report submitted to DHS
  • Provide updates to school staffing, budget and any other DHS requirements to WCC within 10 days of deadlines


Key outcomes include:

  • Children and youth will gain access to effective mental health services with access through the school setting
  • Collaboration will enhance both agencies ability to provide effective, culturally responsive services
