BE IT RESOLVED, that Agreement PR00002052 with the State of Minnesota, Bureau of Criminal Apprehension to provide processing and analysis of sexual assault test kits during the contract period February 1, 2020 through December 31, 2021, with a not to exceed amount of $520,000 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and that the Controller be authorized to disburse funds as directed. |

The Hennepin County Attorney's Office (HCAO) is working together with the Minneapolis Police Department (MPD) to contract with the State of Minnesota, Bureau of Criminal Apprehension (BCA) to test a backlog of more than 1,500 sexual assault test kits.
Overall four (4) BCA scientists will work on processing the test kit backlog. The MPD will contract with the BCA to support the work of two (2) dedicated scientists to analyze approximately half of the kits. Through Hennepin County contract PR00002052, the HCAO will separately contract with the BCA to cover necessary supplies and support the work of two (2) dedicated scientists to analyze the remaining half of the kits. This contract will provide forensic results and evidence that will be used to prosecute sexual assault crimes. |
