WHEREAS, the Hennepin County Board of Commissioners in response to the COVID-19 epidemic and under Emergency Executive Order 20-01 initiated new government service delivery models to protect the public and the county workforce from exposure to the coronavirus by suspending face-to-face contact; and

WHEREAS, current models predict a long-term recovery period for COVID-19, county governments will need a significant amount of time beyond the current emergency declaration to adjust service delivery models for long-term public health benefit.

BE IT RESOLVED, that the Hennepin County Board of Commissioners urges the Governor, the Minnesota State Legislature and the federal government to extend waivers granted county governments in the administration of mandated services in the areas of human services and public health, health care, employment, and other essential government functions granted under the declaration of peacetime emergency related to COVID-19.
