Authorize contingency transfer to the 2020 Hennepin County Sheriff’s Office budget
Resolution:

BE IT RESOLVED, that the Hennepin County Sheriff’s Office 2020 budget receive a contingency transfer of $2,035,413 for the 2020 Licensed Deputies Contract Agreement and overtime attributable to the civil unrest in late May and June.

Background:

On March 26, 2020 the Hennepin County Board of Commissioners approved Resolution 20-0121. The resolution approved collectively bargained Agreement A2010166 between Hennepin County and the Hennepin County Sheriff’s Deputies Association setting terms and conditions of employment for the period January 1, 2019 through December 31, 2021. The four percent market rate adjustment was not anticipated when the 2020 Hennepin County Sheriff’s Office budget was approved. The cost of the market rate adjustment for the period January 1, 2020 through December 31, 2020 is $1,011,737.

 

After the killing of George Floyd on May 25, 2020, the Hennepin County Sheriff’s Office responded to widespread civil unrest. Licensed personnel worked to protect residents and property within Hennepin County and support other responding agencies. This resulted in a significant amount of overtime costs that were not foreseen when preparing the Hennepin County Sheriff’s Office 2020 budget. The cost of the additional overtime incurred attributable to the civil unrest in late May and June was $1,023,676.
