Background:
The County Board's Open Appointments Policy and MN Statutes section 383B.012 require that appointments to unclassified service have confirmation by the Board of County Commissioners.
Mr. Glen Gilbertson was appointed acting Chief Information Officer (CIO) effective December 9, 2018. Since 2011, Glen has held the role of IT Chief Technology Officer and has been responsible for ensuring technology investments are implemented in a way that is resilient, secure, cost-effective and are aligned with the strategic direction of the County. Mr. Gilbertson also has had oversight of IT Operations and Enterprise Development. A recent significant accomplishment was coordination with multiple jurisdictions and the Department of Homeland Security (DHS) to address cybersecurity and disaster recovery concerns related to Superbowl 52. Mr. Gilbertson worked with DHS again on a cyber-resiliency review of our elections systems. As the acting CIO, Mr. Gilbertson has demonstrated his ability to lead and seamlessly stabilize the IT department. In his 23 plus years with Hennepin County, Mr. Gilbertson has demonstrated positive leadership skills, uncompromising integrity and extensive knowledge to position him well as the new Chief Information Officer.
An extensive internal recruitment process was conducted with interview participation of a Hennepin County Audit Committee member in the selection of Ms. Colleen Livermore for the Audit, Compliance and Investigative Services Director. Ms. Livermore was appointed Chief Financial Officer for the IT Department effective February 7, 2016. In this role, Ms. Livermore has been responsible for ensuring a sustainable technology budget and that financial and auditing controls are in place. Ms. Livermore has earned a high degree of respect and trust from her colleagues and clients by modelling ethical business conduct and behavior and has proven she can coordinate very complex projects with good results. Ms. Livermore’s 16 years with Hennepin County management in both the IT and financial areas make her well-prepared to mitigate risk countywide through the oversight of the Audit, Compliance and Investigative Services Department.
The County Administrator recommends the appointments of Mr. Glen Gilbertson and Ms. Colleen Livermore to the unclassified position of Director and requests the board confirm the appointments.
